Send the PO to the higher level approver if the PO creator is an approver in the chain.

When an approver creates a PO using a budget that they are assigned to in the chain of approval, the order will need to be sent to the approvers in the chain that has a higher approval limit than the PO creator has instead of sending the PO through the lower level approvers.
